Mi limito pertanto a parlare di arruolamento del personale docente nella a) scuola secondaria e B) all’Università.

a) Mi laureo in filosofia nel 1996 con 110/110 e lode e nel 1999 partecipo a quello che resterà l’ultimo esame di abilitazione per l’insegnamento di storia e filosofia. Io, che sono tradizionalista, pensavo e penso che non c’è nulla di meglio che un bel concorso per stabilire il merito, ma già allora evidentemente ero jurassico.

Il ministero questi sissini l’ha allevati e li preferisce largamente a chi ha fatto il concorso, trattando questi ultimi come figli di un dio minore. Il dubbio è che la simpatia del ministero sia un po’ interessata, perché i   corsi abilitanti delle triple esse sono a pagamento e costituiscono una forma di finanziamento delle università, oltre che permettere l’istituzione di nuove cattedre per la felicità di tanti professori che si trovavano senza studenti e senza corsi. Per premiare le   sue creature “sissine” il ministero gli regala un punteggio strabiliante nella graduatoria per l’insegnamento,   punteggio che praticamente non ha totalizzato nessuno degli abilitati tramite concorso. E questa lauta regalia è assegnata indistintamente a chiunque finisca la siss, anche perché questa scuola non prevede veri esami ma corsi di formazione: la preoccupazione principale è infatti liberarsi da ogni forma di meritocrazia, che potrebbe minacciare Equality grader at the school.

In Italia è la cultura ad essere sotto attacco. Perché, come ha detto il più potente tra gli attuali ministri, con la cultura non si mangia . E di qui il passo è davvero breve per considerare la formazione come una spesa. Che quindi in quanto tale è improduttiva e da tagliare. Un concetto certo un po’ rozzo ma efficace per alimentare la demagogia dello Stato inefficiente, della spesa pubblica eccessiva, dei funzionari pubblici fannulloni. Un pensiero che però è “ignorante” nel senso stretto dell’ignorare. Perché la spesa in formazione e in ricerca ha un altro nome, e is called investment. Che valuta in termini di crescita del PIL l’efficacia di un sistema scolastico e di ricerca: buono se fa crescere la ricchezza del paese, da riformare se manca quest’obiettivo. Un pensiero che sembra imporsi con una certa naturalezza nella destra italiana, ma che sorprendentemente si fa spazio anche nella cultura di sinistra. Rispetto a questo pensiero, si dovrebbe ribadire che l’istruzione è un fine in sé. Che non ha bisogno di altro, per giustificarsi. Che l’istruzione e il sapere sono valori in quanto tali e il loro prodotto è senza prezzo: l’uomo libero e consapevole. Dovremmo dire con forza che abbiamo bisogno di più investimenti in formazione perché abbiamo bisogno di cittadini consapevoli e culturalmente preparati per poter vivere meglio insieme. Che ci serve istruzione perché senza di essa non c’è democrazia ma solo populismo. Che lo Stato ha il dovere di spendere nella cultura perché significa investire nei suoi cittadini e accrescere la loro libertà di pensare e la capacità di dubitare, which are objectives of democracy.
